If the local Emergency Medical Services (EMS) Agency decides to create an exclusive operating area (EOA), a Request for Proposal (RFP) shall be developed and the provider of services shall be selected through a competitive process outlined in Section 1797.224 of Division 2.5 of the Health and Safety Code. An RFP is the awarding agency's description, in document form, of specific services to be provided, in addition to other contractual requirements.
